Byddwch yn darparu gwaith ymgysylltu a chydlynu strategol i fwrw ymlaen â’r gwaith o ddarparu rhaglenni sy’n ymwneud â thrafnidiaeth sy’n cael eu rheoli gan Reolwyr Prosiect TrC yn unol â gweledigaeth, polisi a strategaeth trafnidiaeth Llywodraeth Cymru sy’n ymwneud â Phrif Linell De Cymru (o Gyffordd Twnnel Hafren i Aberdaugleddau) ac yn arwain ar strategaeth rheilffyrdd y cyfarwyddiaethau.
Bydd y rôl yn gyfrifol am ddatblygu a darparu achosion busnes ac astudiaethau dichonoldeb sy’n gysylltiedig ag ymyriadau trafnidiaeth sy’n gysylltiedig â Phrif Linell De Cymru.
Un o brif ofynion y swydd yw nodi a chynyddu’r rhyngddibyniaethau a’r aliniad rhwng prosiectau unigol, a allai fod ar adegau gwahanol yng Nghynllun Gwaith TrC a/neu sy’n cael ei ddatblygu gan sefydliadau partner, i sicrhau bod y rhaglen gyffredinol yn sicrhau’r manteision gorau posibl i deithwyr a defnyddwyr. Mae’n hanfodol bod yr ymgeisydd llwyddiannus yn mabwysiadu dull Meddwl Systemig a dulliau gweithio ar y cyd.
Cyfrifoldebau’r swydd
Byddwch yn gyfrifol am arwain ac yn canolbwyntio ar ddatblygu portffolio o brosiectau sy’n ymwneud â thrafnidiaeth (yn ymwneud â rheilffyrdd at ei gilydd), gan weithio gyda’r Rheolwr Ymgynghori a bod yn atebol am ddefnyddio methodolegau cylch bywyd prosiect cadarn (fel APM neu PRINCE 2), gweithredu cynlluniau prosiect, cyrraedd cerrig milltir allweddol a rheoli adnoddau ar draws y rhaglen waith i sicrhau bod y rhain yn cael eu cwblhau’n ddiogel ac mewn da bryd, yn unol â’r gyllideb ac yn cyrraedd disgwyliadau teithwyr.
Byddwch yn arwain ac yn atebol am gam cylch bywyd cynllunio a datblygu’r rhaglen ac yn goruchwylio’r camau olaf y cynllun gwaith drwy weithio gyda’r Cynghorydd Rhaglen Strategol a’n cleientiaid i sicrhau bod cyflawni’r rhaglen yn cyflawni’r achos busnes a’i hamcanion.
Byddwch yn dylanwadu ar y Byrddau Strategaeth ac yn arwain y Grwp Llywio ac yn adrodd iddynt. Arwain gweithgorau'r rhaglen drwy gyfarwyddo a chydlynu gweithgareddau drwy arweinwyr tasgau, er mwyn sicrhau cyflawni’r rhaglen yn unol â’r cwmpas, y rhaglen a’r gyllideb y cytunwyd arnynt.
Byddwch yn goruchwylio gwasanaeth rheoli rhaglen proffesiynol ac effeithiol, yn cynnwys llywodraethiant portffolio, adrodd, ac arwain grwpiau llywio gweithredol, gan weithio gyda’r Rheolwr Ymgynghori a thimau prosiect yn unol â’r prosesau a’r amserlenni gofynnol i sicrhau alinio’r prosiectau â phrosesau TrC a’u cyflawni yn unol â chost ac ansawdd.

Introduction A great opportunity to join Transport for Wales (TfW) as a Metro Central and Cardiff Bay Strategic Development Programme Manager you will provide strategic engagement and coordination to drive forward the delivery of transport related programmes managed by TfW Project Managers in line with Welsh Government transport vision, policy and strategy related to the South Wales Main Line (from Severn Tunnel Junction to Milford Haven) and to lead on the directorates rail strategy.
The role will be responsible for the development and delivery of business cases and feasibility studies associated with transport interventions associated with the South Wales Main Line.
A key requirement of the role is to identify & maximise the interdependencies and alignment between individual projects, which may be at different points in the TfW Plan of Works and/or being taken forward by partner organisations, to ensure the overall programme delivers maximum benefits for passengers and users. It is essential that the successful candidate adopts a Systems Thinking approach and collaborative working behaviours.
Role responsibilities
You’ll be accountable for leading and focus on advancing a portfolio of transport related projects (mostly rail related), by working with the Consultancy Manager and taking accountability for the application of robust project lifecycle methodologies (such as APM or PRINCE 2), implementation of project plans, attainment of key milestones and resource management across the programme of works to ensure these are completed safely to time, cost and meet passenger expectations.
You’ll lead and be accountable for the planning and development lifecycle stage of the programme and have oversight of the latter plan of works stages by working with the Strategic Programme Advisor and our clients to ensure the delivery of the programme achieves the business case and its objectives.
You’ll influence and report to the Strategy Boards and lead the Steering Group. Leadership of programme working groups by directing and coordinating activities through task leaders to ensure delivery to agreed scope, programme and budget for the programme.
You’ll oversee a professional and effective programme management service, including portfolio governance, reporting, and leadership of executive steering groups, by working with Consultancy Manager and project teams in accordance with the required processes and timelines to ensure the projects are aligned to TfW processes and delivered to cost and quality.
Who we’re looking forWe’re looking for someone who is either chartered within Transport or Engineering or has equivalent experience within Rail Consultancy. You must have a Project Management qualification or demonstrate equivalent experience.
